Wellington, Monday, 7 p.m. Criminal proceedings are about to be taken against Captain Doile, of the Manawatu, for going to sea without a proper complement of ineii ; against the purser, for falsification of the steamer's articles, and against the agent (R. Martin), for fraudulently engaging men to go to sea. The proceedings arise out of the recent investigation into the cause of the boiler accident. The Premier left for the South today, in the Te Anau.
