A Select Committee, which was appointed to consider the question which arose through Bradlaugh's refusal to take the oath, has presented a report to Parliament. The Committee decide Bradlaugh must take the oath before he can take the seat for Northampton. Constantinople, May 12. News has been received here that the Albanians have risen in arms, and demand that their independence be proclaimed.
