The train following with baggage was blown up, and seven carriages completely destroyed. Fortunately nobody was injured The perpetrators are unknown, but the outrage is the undoubted work of the Nihilists. The carriages which exploded were not railway cars, but ordinary baggage carriages following the Emperor'in the streets of Moscow. 4th December. Further particulars of the attemped massacre show that the Emperor escaped solely because the order for the departure of the trains conveying the Emperor and baggage respectively was reversed; otherwise the explosion would certainly have been fatal. The recent speech of Mr Bourke (Foreign Under- Secretary), at "Lynn, announcing that the Government were negotiating with the Great Powers in the interests of the peace of the world, has caused much comment. His remarks are now underto refer to England and Ger- ▼ many arranging with France and Austria for acquiescing in a political scheme securing the control to Great Britaiu of Asiatic Turkey, an increased seaboard for Germany, and the complete isolation of Eussia. The continued collapse of Turkey has hastened the denouement. The first step will probably be the Austrian occupation of Stamboul. It is intended to retain the Ameer of Afghanistan under restraint in India.
