(reuter's telegrams.) Bombay, October 21 It is stated that 'he Indian Government are going to construct a railway through the Scinde Valley to Queitah, and thence on to Candahar. Madrid, October 21. The disastrous floods continue to spread in Spain. One thousand persons have been drowned, and there has been great loss of property. London, October 21. The Daily Telegraph publishes a telegram from Peshawur, stating that Jhe Governor of Jellalabad reports that Eussian troops have occupied Merv ; but the news is unconfirmed from other sources. Sydney, Tuesday. An accident occurred this morning on the W orthern railway line. Thr ee carriages became uncoupled, and the shock of their meeting the train jagain injured thirty or forty people ; however were fatally injured.
