London 1 , August 15. The delegates of the miners who recently met at Manchester lesolved to establish a voluntary emigration fund, all workmen to be eligible. Parliament was prorogued to-day. The Queen's speech says foreign relations are friendly and cordial. The Treaty of Berlin is being faithfully executed by all who took part in it; thereby a calamitous war has been prevented, and reforms introduced in the administration of affairs in Turkey, and the Hritish Government will continue to urge upon the Sultan the execution of these reforms ; The misgovernment of Egypt had compelled Great Britain, in conjunction with other powers, to effect a change of Khedive. The treaty of peace lately concluded with the Ameer of Afghanistan guarantees safety and peace to ludia, and the British frontier had been strengthened ; and trusts recent successes in South Africa will lead to speedy conclusion of war. There was no mention in the speech of the Greek question The Chancellor of the Exchequer, in reply to a question, said in consequence of great excitement on the frontiers of Thessaly and Kpirus, the Turkish Government had strengthened their forces, but Uritisb Government did not consider it necessary to mention Greece in the speech. Melbourne, Monday. It is believed that the Commercial Bank robbers are two escaped prisoners. Black trackers are in hot pursuit. Owing to heavy rains tracking is very difficult. Madrid, August 16th. The maniage of King Alfonso with Archduchess Maria Christiana is fixed to take place on the 28th November. London, August 16. The subscriptions for Wellington city loan amount to £865,000, tenders at 104 receive thirty-three per cent. Sydney, Monday. Owing to action of miners at Lambton Colliery refusing to abide by the vend system, a large body of other miners seized Lambton works. Disturbances ensued, shots ; were fived, one man being injured slightly. On the police arriving the crowd dispersed to a monster open air meeting. Thirty-five miners have arrived from Adelaide for the Waratah Colliery, where the miners are locked out. Vienna, August 45th. An Official Gazette announces the retirement of Count Andrassy today.
