IMPOUNDING CATTLE.

TO THE EDITOR OF THE MANAWATU HERALD. Sir, — I wish to ask whether tho Poundkeeper has power to impound cattle and sheep off tho Highways Board roads, and private land. I may state the Highways Hoard havo done nothing whatever on the roads near my place — not even a drain has been made to carry off the water, and enable eettlers to fence their land. Yet some five head of my cattle, which were on these unmade roads and private land, were this morning seized in a most unueighborly mnmier and taken to the pound. Such an action has never been done in Foxton before — unless it Avas ten years ago, when, perha^ s a solitary case occurred. I wish to know whether the Poundkeeper has this power from the Highways Board. I have never allowed my cattle to stray at largo whero they would be a nuisance or do any dimage, and have always kepc them out of the town boundary as much as possible. I have at present some 40 acres of laud which I cannot fence through the water lying on it, owing to no leading drains being made, and I think the Highways Board should have taken- this into consideration beforo giving such large powers to men to use in such a manner.
