The Daily News says that mea* sures against the Ameer have been postponed pending the despatch of the ultimatum, in accordance with directions from home, which offered to enable the Ameer to change his attitude. In the event of its being rejected, the passes will bo occupied. It is understood that the Government regard war with Russia as inevitable. Austria has promised active and France moral support. Germany will remain neutral on condition that France is quiescent, with a view to averting war. London, October 30. Relations between England and Russia are disquieting, owing to the situation of affairs in Roumelia and the tone of the Russian press. An extraordinary Cabinet meeting was held to-day. England has Bent the Ameer of Afghanistan an ultimatum. The " Standard " states that England requires from all parties concerned a strict and liberal execution of the Berlin programme. It has been officially stated that the reply of the Ameer of Afghanistan indicates a desire to avoid hostilities, and it has beon decided that this will be tho Ameer's last chance. One of the tribes has tendered its services to the British. There is no cause for anxiety. The Ameer's troops are at Alimussede. The Northern Khalat tribes rendered great assistance in furnishing supplies to the Quetta ! column. Calcutta, November 7. The Madras army and the Bombay army are to be increased by a brigade each. Calcutta, November 2. The ultimatum to the Ameer was given to the Commandant at Almussud on the 2nd November, and a copy was simultaneously posted to the Ameer in the post office at Poshawur. Mr Chamborlain, A cting Military Secretary, has been appointed Secretary to the Foreign Department, Cal- i cutta. November 5. The ultimatum sent to the Ameer j of Afghanistan informs him that he must dismiss tho Kussian mission i and preserve neutrality. The Pioneer Mewspaperof Allaha- ! bad announces that several brigades are to bo formed immediately for frontier service. It is stated that the Ameor of Af. ghanistan is at Jellallabad and determined to attack us, both by the Kyber Pass and at Quettah. November 5. Yesterday's Pioneer of Allahabad confirms the statement, of the rebellion in Kb.orassan, The Ameer of Afghanistan sent a force to restore order. The sickness at Peshawur is abating. London, November 6. The Lord Mayor hasbeen knighted. France and Italy are jointly supporting tho Greek demands from Turkey. Colonel Stanley, Secretary for War, and Mr W.H. Smith, the First Lord of the Admiralty, have left Cyprus for the Suez Oanal, and proceed from thence to England. The Czar's yacht, conveying General Grant and the Duko Sorguis of Livadia, to Odessa, foundered. No lives were lost. A committee is forming at Paris to establish apermanentlnternational Exhibition at Sydenham. At a meeting of the London committee of the Australian exhibitions in Melbourne and Sydney it tran-. spired that many exhibitors at Paris have applied for space. Tho French Government have appointed a special representative. A French war vessel will probably transport the exhibits. November 7. England and Austria have no'ified Russia that they have agreed on a treaty to compel her to evacuate Turkey, in accordance with tho Ber« lin treaty. Russia is fortifying Shumla, Silisv ttia and Widdin, instead of removing hor troops. New Yobs, November 6. The State elections and Congress, ional elections are both over.
