FADVEIITIS^ME-ST.] # MR THYME'S REPLY TO THE Leader in " The Manawatu Times," (F THK SOth INST., AND 10 MR. LOUDON'S CORRESPONDENCE IN THE SAME PAPER. Tim I have been foroed to publish in pamphlet form, as the correspondence nol having been printed in tho Local Paper, my reply, if sent to the "Manawatu Times," would not havo appeared bofore my meeting To-morrow Night, and I should therefore have Icon placed at a disadvantage. fe ERNEST S. THYNNE. Foxton, October 31, 1878. TO THE ELECTORS OF THE 'AWAHoU RIDING.

GENILEMEN— In a leader in the Manawatu Times of the 30th inst., 1 have been accused of a breach of faith with Mr Loudon, in having read his letter to the Council publicly, and snatched at the first op* portunity to do so. I now wish to explain that the Editor of the Manawatu Times has fallen into an error, for Mr Loudon's own correspondence, as published, clearly shows that his admission of wrong-doing was enclosed in another note, in which he requested that it should be read to the Council and clerk only privately, hut he did not state that it was to be accepted snly on that condition. Mr Loudon seems to havo a queer notion of what is of public interest. All documents belonging to tho County Council are public property, inasmuch as the public have a legal right to be present at all meetings, and can also have access to nil papers, &c, connected with tho business of tho Council. Moreovor, when a Councillor in his ploco at the Council meeting. be/ore the "outsiders," as fie terms them, fulsely accusos an officer of the Council of neglect of duty, surely it is of supreme importance that the game Councillor's subsequent admission of wrong doing, however late I it comes, should be, both for his own and for the officer's sake, as publicly made Inoion ! To Mr Loudon, in his connection with the affair, it seoms of no public moment that his accusation should have been proved to be false How different, tupposo | you, it would have been if the jmition of the persons had been reversed } But, to a public officer, it is of the greatest momopt, as his wholo reputation depends on the manner in which his duties are performed. j However,*/* Councillors decided that j the letter, tijuk public document, icas to \ 4he /'ud' t or fT not a pnblic document, ! to le returned. In justice to the Clerk i of the Council and myself, I absolutely refused to return it, and therefore read it. but not till J had earnestly urged Mr London's loishcs. This is a faet, nnd those present at the meeting I trust will in justice to myself acknowledge it. It must be. remembered that Mr Loudon's resolution was passed on tho 30th May last, was challenged by him as being incorrect on the Bth ! July, and wben, at the meeting on Iho 2nd August, he was thrice asked by mo if he had any further remarks to make as to the inaccuracy or other wiae.of the minutes, he still stoutly upheld that ho was correct. THE time for receiving tenders for the erection of additions to, and alterations in, the building of the Bank of New Zealand, Foxton, is extended till Friday, Bth day of November next, at 8 p m. The plans and specifications may be se^n until Monday next, at tho Bank here, and after that at tho Bank, Palraerston. The lowost or any tender not necessarily accepted. J. N. FLOWER, Agpnt.
