BECOMING MORE STRAINED.
BERLIN— TOKIO RELATIONS. Recent diplomatic changes indicate that relations between Tokio and Berlin are becoming increasingly strained. Germany is losing face after her defeats in Russia, says the Telegraph's diplomatic correspondent. Germany is now reduced to enticing rather than commanding Tokio to adhere to the original terms of the tripartite pact, signed recently, aimed at linking up their economies and providing for an exehange of valuable war commodities. German and Italian propaganda is not ©lashing with this agreement, but it cannot be disguised that Tokio refuses to see the war through German eyes. Japan is dismayed at Germany's reverses in Europe and the Middle East and realises that her Axis partner has little moral support or material supplies to
