A Washington message says that President Roosevelt to-day signed the 15,000,000,000 dollar £3,750,000,000) Bill containing funds for the construction of more than 14,000 naval planes and authorising the construction of of aircraft-carriers of a total of 500,000 tons — equivalent to 25 carriers.
