ENEMY SETS UP REFINERIES.

NEW YORK, Oct. 25.

The New York Times Istanbul correspondent says that French and Belgian oil refineries which were transported to the Caucasus have there been rapidly reassembled for refining oil from captured Russian nilfields. One big refinery is already reconstructed near the ruins of the Maikop plant. Thousands of tons of additional equipment are en route from France and Belgium.
