RUGBY, Oct. 22.

,The Foreign Secretary, Mr Eden, was asked in the House of Commons if he would make it clear that the formation of federations or confederations in Europe between States of mutual interests was in accordance with the Atlantic Charter, and would be welcomed by the British Government in strengthening the world organisation of peaee. He replied that it was the British Government's opinion that the provisions of the Atlantic Charter were in no way in ccmpatible with the formation of such federations or confederations. The Government welcomed and was prepared to encourage any steps by smaller States to weld themselves into larger, though not exclusive, groupings.
