CHIANG'S CHEERFUL NOTE.

AXIS POWER ON DEGLIJNP. "The Chinese Army is making all possible preparations for a counter- offensive against Japan," declared Generalissimo Chiang Kai-shek, addressing the People's Political Council. "The Japanese have reached the peak cf their offensive power and are now on the decline. An Allied victory is certain. Since the cutbreak of the Pacific war, we and our Allies have been fighting jointly vvitli a fresh war banner which we will not lay down until all aggressors are disarmed." The General drew four conclusions from the progress of the conflict: Firstly, Axis strength was taxed to breaking paint. secondly, the longer the war goes on, the more dangerous the enemy's position would become. Thirdly, the increasing Allied production of manpower would cnsure victory^ Fourthly, the more China sacriflced now, the more freedom and the higher motai position she would enjoy after the war. President Lin-Sen told the session, which is the first of a ten day meeting: "We not only want to defeat the East Asia aggressor, but the whole of the aggressors' bloc and establish a new world order, based on justice and lasting peaee." The entire Diplomatic Corps at Chunerkinfi' heard the sraeeches. —
