The Chilean Ca.binet has resigned in order to give the President, Senor Rios, freedom of action in replacing the Foreign Minister, Barros Jarpa. who avoca, tes a continuation of diplcmatic relations with the Axis, The resignation resulted from a. statement by the United States Under-Secretary of State, Mr Sumner Wellcs, that Axis agents. were active on Chile and Argentina. Mass meetings followed, demanding Barros Jarpa 's resignation and also, the rupture of relations with the Axis,
