E.P.S. CONTROL.
Sir, — One wonders if the E.P.S. central committees in either Christchurch or Palmerston North are qualified to represent their cities -at all. E.P.S. trials in Christchurch have in more than one paper been severely criticised and classed as chaotic. How is it possible to expect otherwise without co-ordination over all, anywhere in the Dominion? How is it suggested that it can be effected without a district controller and regional commissioner covering large areas and acting together with. the military? Would any other way avoid confusion? The same thing would apply were it attempted in the military sphere without the chain of links right down from the general issimo to the platoons. It is an impossibility to conduct a successful campaign any other way.
