ARMY'S NEED OF YOUTH
DRAFT BILL BEFORE U.S. SENATE.

WASHINGTON, Oct. 19.
"If America is to survive, if it Is to continue to be the home of democracy and liberty the induction of men aged 18 and 19 cannot longer be delayed," says the Senate Miiitary Committee in a report urging speedy approval of the Bill to that effect, The committee said that it was particularly impressed by the strong testimony of the miiitary leaders. "The Army, if it is to be victorious, must utilise the special miiitary qualifications of the 18 and 19 group which are particularly fitted for miiitary training and combat," the report adds. "Their response to leadership is quick, and their recovery from fatigue, their aggressiveness, their enthusiasm., their flair for soldiering far exeeed such qualities in other age groups." The Senate agreed to debate the measure on Thursday. Senator Vandenberg proposed a Constitutional amendment in the | Senate entitling men to vote at 18 j years. "If young men of 18 are to be ! drafted to fight for their country, I they should be able to vote for the kind of Government the country is to have," he declared.
