SATISFACTORY END IN SIGHT. P.A. Cable. NEW YORK, Oct, 15. Negotlations to remove the menace of Axis activities from Martinique are approacliing a satisfaetory. conclusion, said Mr Sumner Welles, Under-Secretary of State, at a Press conference. Mr Welles added that it was gratifying to know that Russia had agreed that war criminals should be puni.shed. He declined to comment on the proposal to try Hess immediately. y
