CANBERRA.. Oct, 13.

An interchange of Ministers between Australia, and Russia has been announced by the Minister for External Affairs, Dr Evatt. The first Australian Minister to. Russia will be the Hon. William Slater, Speaker of the Victorian Legislative Assembly. Russia has appointed as her Minister in Australia Mr Andrei Petrcvitch Vlasov, of the Soviet People 's Commissariat for Foreign Affairs. Dr Evatt said that negotiations for the exchange were opened with. Mr Molotov during his missicn to. London in May. "We attach importance to this striking evidence of unity and comradeship whi.ch bind United Nations," said ihe Minister. "The exchange of Ministers will signalise the special friendship between the two Pacific countri.es. Mr .Molotov has expressed the appreciation . of his Government at the Australian nomination." Mr Vlasov, who is 37 years of age, is one of the voungest members of the Soviet dipiomatic service.
