THE YANG-TSZE AFFAIR
STATEMENT BY MR. BALDWIN. GREATLY IMPROVED POSITION.

(Received Sept. 29, 9.40 a.m.) LONDON, Sept. 28. lu the House of Commons Mr Baldwin informed Mr MaeDonald that both British steamers captured during tlie Yang-tsze disturbances were heiug returned to their owners. Furthermore, the British Consul had been instrueted to expedite a settlement of all outstanding points covering the incident. Mr Baldwin explained that it was' not till General Yang-sen refused the conciliatory attempts to obtain the releas-e of the British merchant officers tliat force was used. A beavy fire greeted thc cruiser Oockchafer, which returned the fire. After that Yang-sen agreed to discuss the return of the, ships, after whicli Britain would undcrtake to inquire into Yang-sen' s. allegation that a British steamer firstly sank a; Ohinese Steamer conveying troops. The present situation did not warrant military intervention, or reinforcements. The position had greatlv im proved.
