(Received Sept. 28, 7.45 p.m.} GENEVA, Sept. 27. The Preparatory Committee of the Armament Confereiioe arranged methods of expediting the work and adjournetl sine die, to permit the teelinical sub-committee to complete its labors. Mr Gibson, the American delegate, refuted the newspaper allegations that the United States wais obstructing disarmament. and reaffinned his Government's views : (1) That land armaments should be made susceptible to regional agreements. (2) That steps should be taken to prevent the competitive building of tvpes of vessels excluded from the Washington agreement. (3) That the isolation of conorete problems and tlie separate treatment of theiu offered, the best means of limiting armaments. M. Boncour expressed the opinion that France preferred general disarmament, but it this was impossible she would accept regional agreements.
