France's attitude towarcls Germanv's claim that th ^ latter was acqu'itted of responsibilitv for the war wlien she was admitted to the League of Nations was defined by M. Poinoxve wlien addressing di.sahled soldiers at Versaillcs. He said: "AVhen the Central Ehipires brought the cataclysm you 1 i d not dream of rendering every individual in ihe German Empire responsible for it, nor did you attribute to every eiiemy officer or soldier the harbarities committod in our invaded villages. Neverthelesis, you oannot forget that war was declared upon 1.3 and waged upon our territory and across the violated soil of a neutral State. You also rememher that it wa.s ciirried out under the orders of ;n Iniperi'al staff with pitiless oruelty My friends, if the Germany of toclay were openly to disavow such acts of the Germany of yesterday, how much easier it would be for us to hold out our hands towards our assailants."
