PEKIN. Sept. 27. Seventy-five foreign refugees successfullv reachecl Hankow from Cliangkiang, in thc upper Yang-tse, after a. perilous voyage. The soldiery fired on them, froni. the rivcr banks. Tliere has been a eomplet© evacuation of the town by all foreigners, owiug to threats to kill on aecount of the AVanhsien affair, which thc Chiiiese describe as a massacre by the Imperialists. Not a single Britisli hou.se is intact. All have been looted and wantonly dainaged. The militia is mainly responsible. Placards posted in Chankiang offer a reward of one hundred dollars for the heacl of every foreigner and forty dollars, for every servant in foreign employ. Anxiety is felt opncerning the safety of foreigners residing in all parts of the interior of Szechuen province, on account of tlie antiforeignism. The fast-falling river (will soon prevent all but the« smallest craft to negotiate the upper river. Refugees tell a terriblei story of the eiscape from a frenziecl mob filled with blood-lust.
