UNFAVORABLE FOR YUAN

LONDON, April 4. The Times correspondent in Pekin .states that the situation is developing unfavorably for Yuan Shih-kai. ■ Many of the provinces which are ostensibly loyal, are actually neutral, -and secretly hostile.

Jt is generally realised that the initiative has passed from the Government to the Opposition. The cancellation of the monarchy does not satisfy Yuan's opponents., who are demanding his abdication. Yuan's friends are urging Ihim to immediately assemble Parliament, and the formation of a Government xonductable on constitutional lines.
