. WHOLE GARRISON TURNED OUT,
[press association.] (Received Feb. 6, 4.10 p.m..) BERLIN, Feb. 6, A telegram was received, at Strasburg stating that the Kaiser was arriving at mid-day to witness a test alarm parade of the garrison. The Commandor-in-Chief mustered the troops on the drilling-ground, including Prince Joachim of Prussia. The town was decorated, and great crowds waited for hours, when telephonic inquiry revealed that the order was a hoax.
It has since been found that Keller, formerly of the Paymasters' Department, and recently., court-martialied and dismissed the service as not beinf responsible for his actions, had, in order to demonstrate that he was in full possession of his faculties, disguised himself as a postal official and •delivered the telegram.
Ho has been arrested on a charge of lose majeste.
