The section under which the Brightons land was leased was 121 of the Land Act of 1892 (which is embodied in the Act of 1908), and reserves minerals and the right to enter to take them to the Crown. The lease includes only the surface and nothing below it. The purchaser of the land concludes the report, does not purchase the minerals.

Last year it was proposed to connect the swimming baths with the fire mains for filling purposes, as the wells had been found to be inadequate. Engineer Carr, in behalf of the Fire Brigade, blocked the project. Some months agqj however, he was induced to gSve way/*on the understanding that someone from the gasworks would shut off the main if it happened to be open when a fire occurred. On several occasions lately the Brigade has not been able' to get the pressure necessary for the effectual suppression of,fires, owing, it is believed; to the baths valve haying, been left open. Last evening the brigade officers were informed that the baths valve was not shut, and the firebell was rung to see if the gasworks people would carry out their part of the agreement, viz. shut off the valve and start their pump into the mains. A quarter of an hour elapsed" after the ringing of the bell, and no pressure was forthcoming at the station. The bell was again tolled, but still no improvement. Representatives of the brigade proceeded to the baths and found the valve wide open and the water from the gasworks pump streaming into them. It is . understood that it was. intended to leave the valve open all night. If this had been done and a serious fire had broken out in the centre of the town the brigade would,, have been seriously handicapped. Townspeople should take a stand and protect themselves from the dangers arising from the fire mains being interfered with in any way. These should be reserved solely for' the purpose for which they were intended—fire.
