Think of New Zealand with its millions of acres lying idle or held by a few owners in large areas, and Marlborough is the chief sufferer, where there is four times the area of land to be yet settled to any other province in the Dominion. This money is not spent in Marlborough or in New Zealand, but goes to the absentee owners. This is only one instance. No other country that calls itself progressive would allow this. There is only one remedy, that is to double the land tax and limit the areas.
