LONDON, Feb. 1. , The Earl of Crew© (Secretary of State for the Colonies) has informed Captain Collins, the Federal representative, that the Foreign Office will not issue passports to emigrants in future without a certificate of respectability from the Commonwealth or Agent-General previously granted on proof of nationality.
