MUNICIPAL CORPORATIONS ACT.
A Petition, of which we give the text below, praying for the incorporation of Blenheim as a Borough under the Municipal Corporations Act, has been drawn up by Mr. W. M. Nelson, solicitor and bar-rister-at-law of this town, and engrossed on pai'chment by Mr. P. Flannagan (one of Mr. Nelson’s staff), in a very neat and superior manner, showing that gentleman is an adept in his profession. The document has been handed round for signature during the week, and was despatched to Wellington yesterday. It contains 83 signatures, including the principal portion of the householders in Blenheim.
The following is the text of the petition: “ To His Excellency Sir George Ferguson Bowen, Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, and ViceAdmiral of the same, &c., &c. “ The humble Petition of the undersigned inhabitant householders within the Town of Blenheim, in the Province of Marlborough, “Humbly sheweth, — * ‘ That the Town of Blenheim was incorporated by an Act of the Superintendent and Provincial Council of the said Province of Marlborough, intituled ‘The Blenheim Improvement Act, 1864.’ “ That by the said Act, and also in the second column of the first Schedule to the Act of the General Assembly of New Zealand, intituled ‘The Municipal Corporations Act, 1867,’ the said Town of Blenheim is said to consist of Sections Nos. 46, 47, 48, Opawa; and of Sections Nos. 1,3, 60, and 51, Omaka; as shown in the New Zealand Company’s plan of the Wairau Plain. “That the whole of Section 51, the greater portion of Section 50, and a portion of Section 3, Omaka ; and the greater portions of Sections 46, 47, and 48, Opawa, consist of agricultural land and swamps, and are not now (and probably will not hereafter be) required for the purposes of the said town. “ That the levying of a Borough rate upon the said lastrmentioned Section and portions of Sections would be a great; hardship upon the owners and occupiers thereof, who would derive no commensurate advantage from the expenditure of such rate.
“ That the whole of the district included within the boundaries hereinafter described is included within the boundaries: of the Town of Blenheim,, as set forth in the said second column of the-first Schedule, to ‘The Municipal Corporations Act, 1867.’ “ Your petitioners therefore humbly pray that j your Excellency .wilt be pleased to direct that ’ theudiptrsct commencing !|t.the North-west corner of Section 48,; Opawa, and bounded thence on the, North by- the'River Opawa to the Northeast ccomer of Lot N 0.69, of the subdivision of said Se-
tion No. 48, Opawa; thence by the Eastern boundary of said Lot 69, and the same line prolonged until it meets the Opawa ; thence by the Opawa to its confluence with the Omaka ; thence by the South bank of the Omaka to a point two-and-a-half chains East of Redwood-street, Blenheim ; thence by aline t wo-and-a-half chains East of and parallel with Redwood-street to the Southern boundary of Section 46, Opawa ; thence by the last-named boundary, and a line therewith, to the Eastern boundary of Section 1, Omaka ; thence by the said last-named boundary to the South-east corner of said Section 1, Omaka ; thence by the Southern boundaries of said lastnamed Section, and of Section 3, Omaka, to the Soutti-west corner of said last-named Section ; thence by the Western boundary of the said lastnamed Section to the North side of Alfred street ;■ thence by the North side of Alfred-street to the West side of Andrew-street; thence by the West side of Andre w-street to the North side of the Omaka River to the Southern boundary of Section 50, Omaka; thence by the last-named boundary to the South-west corner of Lot No. 11, Newtown, part of said Section No. 50 r Omaka; thence by the Western boundaries of Lots 11, 12, 59, 58, 57, 56, 55, and 54, Newtown, and a line therewith to the North-west corner of said lot 54 ; thence by a straight line to the South-west corner of Lot 53, Newtown, aforesaid ; thence by the Western boundaries, and a line therewith, of Lots 53, 52, 51, 50, 49, 48, 47, 46, 45, 44, 43, 42, 41, 40, 39, 38, and 37, Newtown aforesaid, to the North-western corner of said last-named lot; thence by the Northern boundary of said lot 37, to the North-eastern corner thereof; thence by a direct line to the North-western corner of Lot 30, Newtown aforesaid ; thence by the Northern boundaries of Lots 30, 31, 32, and 33, Newtown aforesaid, to the North-east corner of the last-named allotments ; and thence by the West side of the road between said Sections 50 Omaka, and 48 Opawa, to the Opawa River, and thence by the said River to the point of commencement aforesaid, be now constituted a Borough, as the Borough of Blenheim, under the provisions of ‘The Municipal Corporations Act, 1867.’ “ And your petitioners will ever pray, &c.” /
