The P.N.Z. and A.R.M. Company’s s.s. Mataura, G. E. Bird, commander, arrived at Wellington at 1 a.m. this morning, after a very rough passage of 6£ days. GENERAL SUMMARY. London, July 17. The Queen is at Osborne in good health, and proceeds to Germany early next month, where she remains three weeks, travelling incognita. The state concert and public breakfast at Buckingham Palace Gardens was a great success. The Duke of Edinburgh, on his arrival, proceeded to Windsor, accompanied by Eliot Yorke, and was met by the Queen and Royal Family at the entrance to the Castle. A fete to the Duke at the Crystal Palace was attended by 30,000 people. The Queen visited the Galatea and was received by the Duke, who presented all the officers to her Majesty, and conducted her through the ship and inspected the ship’s company. In the evening the Duke entertained a brilliant party, including the Prince of Wales, at dinner on board, the.... Galatea being illuminated. The Duke of Edinburgh was in the House of Lords when the Bishop of Oxford alluded to the Australian attempt on the Duke’s life, which the prelate introduced in vindication of his speech about the destroying of the Irish Church for the sake of disarming assassins. Sir R. Napier has been raised to the peerage, under the title of Baron Napier of Magdala, and a pension of £2OOO a year was voted him ; and it is expected he will get the Comraandership- in -Chief of the Indian Forces, worth £30,000 a year. A bill has passed the Commons to make provision for the appointment of members of the Legislative Council of New Zealand,, and remove doubts respecting past appointments. A bill has also been passed defining the powers of the General Assembly of New Zealand, and to abolish any province in that colony, or alter the boundaries of such province in New Zealand. Government intend to grant a medal to the troops employed in the late war in New Zealand.
The Lords’ amendment on the Scotch. Reform Bill has been accepted by the Commons.
A fire of unprecedented extent occurred at Cleveland Hills, Yorkshire, occasioned by sparks from Railway engines. The moorsignited and burned uninterruptedly for five days, and ran along enclosing them in a chain. The extent of ..the ground covered by the fire was twenty-four square miles, sheep and animals were burnt, and thousands of birds and young grouse were destroyed. An address has been presented to Mr. Eyre by a large number of gentlemen having property or connected with the West Indies.
Train is again in gaol, in connection with insolvency.
Madame Rachel was committed for trial, and is now in Newgate waiting trial. King Cole, one of the aboriginal black cricketers, died of inflamation of the lungs. Tolleman is exhibiting beef and mutton brought from Victoria, in excellent condition. The Times of 17th has a leader on the subject of the importation into England of fresh meat from Australia, and says it must seem strange to us as to Australians, that at a distance of only 75 days from such plenty, people should be perishing of hunger in London. Government has definitely arranged for the purchase of the telegraph lines, ac 20 years purchase. The heat during the last few days has been intense; several deaths from sunstroke and some tires occurred. SPECIAL TELEGRAMS. London, August 3; Galle, August 12. The Duke of Edinburg sails shortly in the Galatea for China, Japan and New Zealand. Du Cane is to be the new Governor of Tasmania. The wheat harvest is satisfactory. The wool sales commence on 13th and are expected to realise average of last sales. Parliament is prorogued to July 30.
The Queen's Speech states that foreign relations are satisfactory, and there is no reason to apprehend a war in Europe at present, and our policy will be to secure the blessing of peace. Expresses satisfaction at success of Abyssinian expedition and states that the immediate return of the army proves that the undertaking was in obedience to the claims of humanity. Alluding to the Fenian rising, Her Majesty says the cessation of the efforts made by the Fenians to promo:;' rebellion in Ireland rendered necessary the exercise of exceptional powers on the part of the Executive. No person is now however detained under the suspension of Habeas Corpus, and that no Fenian prisoners are waiting for trial." She enumerates the leading measures of the session, and announces early dissolution of parliament, trusting that the forthcoming elections will end satisfactorily, that civil and religions freedom will be maintained unimpaired, that her institutions will be secured to her subjects, and all settlements under her realm. Lord Stanley intimated that Mr Seward expresses his willingness to accept a settlement of the naturalisation question according, to American views. Lord Malmesbury declared the blockade of Mazatlan illegal, and ordered it to be raised. A gunsmith’s shop pillaged in Cork. Passengers from America are searched at Queenstown. The Volunteer review at Wimbledon proved a failure. At Washington on July 26, Congress has excluded from voting in the Presidential election those states not admitted into Union under the Reconstruction Act. The treaty between China and America has been signed, the Chinese put the river territory open to America. Marquis Abercorn has been created a duke. Several peerages are contemplated. The Goodwood Stakes won by Sobriquet and Cup by Speculum. Twenty three persons killed and several injured, owing to a false alarm of fire at the Music Hall, Manchester. -The House of Commons has adopted the Telegraphs bill. Both Governments of India bills are withdrawn. Telegraph cable between Malta and Alexandria interrupted. WOOL REPORT. As was to be expected, after the absorption of so large a quantity as that which recently passed the hammer, there is no enquiry for colonial in the London market since the close of the May and June series of sales. Prices were well maintained. Having regard to the short period that will elapse before the August sales commence, it can scarcely be expected that any demand will spring up in the interval. Importation already amount to 158,635 bales; the estimated quantity will increase some 50,000 to 60,000. AMERICA. On July 4th, the American independence day was celebrated as usual by festivities throughout the Union. Mr. Johnson issued a proclamation, pardoning all participants in the Southern rebellion, excepting those who have been indicted for treason-felony. Thaddeus Stevens is preparing new articles of -impeachment which charge the President with a violation of the Constitution by creating provisional Governments for the Southern States, without the consent of Congress ; for usurping undue pardoning powers, corruptly using such powers, corruptly using Government patronage, and obstructing the execution of the laws of Congress, Mrs, Lincoln and son go to England. The Democratic Convention have unanimously nominated Horatio Seymour— and the Republicans, General Grant—for President. Heavy rains have occurred in Jamaica, causing much damage. A shock of earthquake was felt at Kingston. In New York there have been 300 deaths by sunstroke. Some observations by Napoleon on political assassinations are attracting much notice.
