“EXPRESS ”_TELEGRAMS. (From our Own Correspondent.) The Financial Statement, Proposed New System of Distribution of Revenue on a Population basis. Vote by Ballot carried. Wellington, Friday, September 4th, 8 pan. The Postmaster-General —the lion. J. Hall —delivered his Financial Statement on Tuesday evening last. It is proposed to do away with the present system of giving the provinces half of the Consolidated Revenue on the 31st December next. The colony to take over all loans, paying interest, &c.; to take the management of Harbors ; to pay a capitation allowance on the whole population of each province of 7s. per head towards police and gaols. The Opposition intend agreeing to the dissolution of the present system, hut object to the details, requiring a larger capitation to be given, and in aid of all ordinary provincial expenditure. The discussion is lixed for Monday next. Mr. Hall, in explanation, said Auckland would gain by the new policy this year £9,190; Taranaki, £1,937 ; Hawke’s Ray, £3,093 ; Marlborough, £2,132 ; and South land, £17,974 (1;. Wellington would lose £11,100; Nelson, £20,453; Canterbury, £767 ; Westland, £2,213 ; Otago, £10,894. Wellington to have cash compensation down, £15,000 ; Nelson, £90,000. Southland to pay £12,000 per annum. The Vote by Ballot was carried by 34 against 23 on second reading. Sir George Grey leaves the colony, via Panama, on Tuesday next. A farewell banquet is in preparation.
