LATEST TELEGRAM FROM LONDON VIA SUEZ.
The Melbourne Age publishes the following telegram, received by Reuter’s agents;— . “ London,. Nov. 20. “ The French Chambers have been opened with a pacific speech by the Emperor, in which he declared that if necessary he was prepared to accept frankly the changes in Germany, while the interest and dignity of France was not threatened in the way of undue interference to effect internal transformations. The Emperor regarded the visits of the various European Sovereigns as exhibiting a deep expression of amity. Their meeting itself destroyed past prejudices, but they had nevertheless exchanged pledges of concord. The military institution of the army will, if too absolute, be modified as may be found necessary, the object of the Government being the reduction of the effective force, instead of its increase, as during a period of war.”
