Tne Life Assurance Policiesßill was read a* second time, and a debate on ,the second "Wading of the Beetroot !'vsngarilsl was adjourned till next day, Mr Waterhouse saying he,would not oppese'the bill, but he did not think it was a practical measure. He dwelt especially on the failure in other .countries to establish the beetroot sugar'industry. . The Lands Bill was reported with amendments. The clause which 3VIr Barron in the Lower House tried with> out success to have inserted, providing tDafc'persons guilty of dummyism, and -..those .aiding or abetting them, should "be liable to imprisonment, was carried, and now stands part of the bill. The New Zealand Loan Bill and Property Tax Bill were read a first time. Wednesday, Noy. 5. The Land Bill was considered in Committee and. reported, The Colonial Secretary moved the second reading of the Consolidated Stock Bill which was carried. The bill was afterwards committed, read a third time and passed. The Life Assurance Policies Bill ■was read a third time and passed, as was also the Municipal Corporations 1 The adjourned debate on the Beet 2&>.0.t Sugar Bill was resumed by Mi' Hart, who spoke in opposition to the bill. Mr Williamson and Mr Lahmann supported the second reading. Mr Scotland opposed the bill, holding it vrould be dangerous to place on the Statute Book an affirmation in favor of protection^ Mr Buckley expressed the .belief that the establishment of the beet root sugar industry would be successful ;in New Zealand, and he supported the bill. Mr Barnicoat also announced hisintention of voting for , the bill. Mr ; Reynolds replied, and ' the bill was then read s a second time on thevoices. Thebill was afterwards cammitted, read a third time, and passed. ...The.
