Permitting any cart to stand or ply for hire within the Town District withou* having a license in force for such cart licensing or authorising such standing or plying for hire. 2. The word " cart " shall, -for the purpose of these Bye-laws, include every waggon' dray, or other such carriage, whatever ■v 3 - be its construct ion, drawn by horses; or other animals,, used wholly or chiefly for the carriage of burdens or heavy goods. 3. For every license for any cart plying for hire within the Town District there shal I be paid to the Town Clerk the sum i of One Pound (£1) annually. Such license shall not be transferable. / '■• j 4.
