The administration of the wills of persons, who by appointing the Public Trustee as their executor secure the guarantee of the State for the due fulfilment of their wishes and avoid the risk consequent on the appointment of private peraons as executors, who not unfrcqucntly, though earnestly desirous of acting for the benefit of parties interested, fail to ea.ry out legally the objects for which they were appointed, and consequently involve themselves and those whose interests they are striving to protect, in costly and harassing litigation. 3. The administration of all estates of which no disposition has been made by will, whenever relatives do not wish to incur the responsibility of administration, or cannot from any cause obtain the necessary powers to act. In such cases it is the duty of the Public Trustee to discharge all legal debts as far as the assets extend, and divide the residue amongst the next of kin. 4.
