I have been resident in the Borough long enough to enable me to see that an alteration in the constitution of the Council, as far at least as this Ward is concerned is a necessity. lam opposed to extremely long terms of office in a representative assembly, as calculated to foster vested interests, which should have no place therein, and set up a clique, whereby the few are directly benefitted, while the important interests of the majority are utterly neglected. lam also opposed to anything having a resemblance to a family compact, log-rolling, or back-stairs influences; and will, if elected, entirely disavow any such proceedings. I think I am too well-known to you, the Electors of this Ward, for you to think that I seek to enter the Council for the furtherance of selfish or political ends; I do it from a sense of duty and with the honest desire to fulfil my duties as a Councillor without fear or favor.
