Representation of Minorities. —Our correspondent is in error. Even supposing Mr Hustwick did only receive the votes of a ver}' small minority of the persons voting at the election of the School Committee he is still a member, as the Act allows a voter to give seven votes to any one person, or to distribute them as ho thinks fit. This enables a minority to secure the election of one or two persons, whereas if the majority ruled, as in other elections, unpopular persons would not have much chance of being elected.
