Office next to Mr Tong's HUNCAHUNCA DRAINAGE BOARD Proposal to raise a Loan of £SOOO for Drainage Works over a Special Rating Area NOTICE is hereby given in terms of Section 8 of “ The Local Bodies Loans Act, 1913,” that it is proposed by the Hungahunga Drainage Board to borrow from the New Zealand State-guaran-teed Advances Offices Superintendent a Special Loan for the construction of new drainage works for the drainage of a portion of the Hungahunga Drainage District, which is not a legal sub-division, (the South Waihekau Special Rating Area, comprising portions of Blocks 11, 111, Tapapa Survey District and Blocks V, VIII, IX, and XIII, Wairere Survey District), viz. to cleanse, deepen and widen existing watercourses, drains and outfalls, to take over if required and pay compensation for private watercourses, drains and outfalls, and to make and construct new watercourses, drains, and outfalls. And that the sum proposed to be borrowed is £SOOO, che proposed security for the said loan is a special annual recurring rate on a graduated scale according to the classification of lands within the said Hungahunga Drainage District, viz., on “A” land 6d, on “B” lands sd, and on “C ” lands 4d, upon the unimproved value of the rateable property within the said Special Rating Area. Such rate will provide principal and interest by payment of seventy three half-yearly instalments of £2 16s Id per cent, and is the provision for repayment of the loan. WE think tlui time has arrived to resuscitate Dominion wheat growing, ere it is too late, by putting onr protective duties on a parity with the Australian ones, which have made Australia ono of the granaries of the world at reasonable prices, as under normal conditions it has always had a surplus. Under normal conditions, grain contributes about three-fifths of the Canterbury railway revenue, without mentioning its numerous adjuncts. If grain growing is killed, what would make good the railway and labour deficiences, as on the raw material there aro always two labour handlings, tut not so on the imported manufactured articles? Just imagine North and South Canterbury and North Otago huge sheep runs, and would not this serious and short-sighted innovation affect land values and all kinds of labour, augmented with the shipping ports Lyttelton, Tiniaru and Oaniatu in a state of collapse? Without bran and sharps, how would our bacon, dairy, poultry, and carrying industries exist in the event of an Australian drought ? Is it business-like to send our money to Australia for our food supply when it is subject to droughts, and for what we can grow in abundance in the Dominion ? —as about half the value in all instances is labour and railages, and with our lads returning employment must be found for them, otherwise they will go elsewhere, and we will become obsoleto though in our infancy.
