Sir, —May I ask the favor ©f an insertion of a second letter, on a subject now generally considered fully disposed of—l mean the opening of my tender. The hon. secretary plainly admits the accidental openings and tacitly admits the possibility of being in error, as regards the endorsement of the envelope ; at all events, he does not deem it worthy of further denial. With reference to the remarks of his deputy, I treat with silence : were I to make any comment I should be deemed guilty of ministering to an individual vanity without the slightest beneficial result to the public.
