(PEE TELEGEAPH VIA MALTA.) London, June 29. The Northern States have been invaded by the Confederate army. Washington, Philadelphia, and Baltimore are menaced. Stuart's cavalry are at Chambersburg. There is great consternation. The States militia have been called out; but there is a reluctant response. The garrison of Vicksburg has been reinforced by Johnston. Lord Palmerston is suffering severely from venemous gout. £300,000 has been subscribed to the Atlantic Telegraphic Company for a fresh attempt to connect the two hemispheres.
