An American fishing schooner which failed to report at the Customs at Nova Scotia ha 3 been seized, and her owners fined. As the master persisted in hoisting the American flag the captain of the Canadian cruiser Terror order a party on board to lower the flag, which was accordingly done, and an Armed guard placed in charge of the schooner.

The elections for the Grand Sobranje, or National Assembly, for the choice of a Prince for Bulgaria commenced yesterday throughout the country. At one polling place in this city to-day a hundred and fifty peasants, acting under the initiative of Necklindoff, the Eussian Consul, attempted to obstruct the proceedings. A serious conflict resulted between the adherents of the Eegency and the supporters of the Consul, and in the melee many persons were wounded. The disturbance assuming a serious character the gendarmerie were called out and the rioters dispersed. The Government party are securing a crushing victory at the elections, and will have a very large majority in the Sobranje. The Eussian Consuls in tne principal towns of the provinces have been endeavouring to prevent the elections proceeding. Necklindoff, the Eussian Consul at Sofia, in obedience to the command of General Kaulbars, has given a formal notice to the Bulgarian Government that the elections for the Great Sobranje are illegal and valueless. He has further protested at the rioting which has recently taken place, and the treatment which his supporters received at the hands of the adherents of the Eegency. Vienna, October 12. Lord Bandolph Churchill, who has for some time been travelling on the Continent, has arrived in this city.
