London, July 12. The Russian Government have explained to the other Powers that Batoum, in the Black Sea, will remain a commercial though not a military port. The National Rifle Association have arranged that the highest scorer at the first stage of the Queen's prize at Wimbledon shall receive a medal, and a badge in the Alexandra prize distribution.

The annual meeting of the National Rifle Association commenced to-day at Wimbledon. In the Alexandra match (seven shots at 500 yards and seven at 600 yards), Lieutenant Keating (New South Wales) made a total score of 51, all ranges included. The highest English score in the match was 65. Later. At Wimbledon to-day, in the contest for the Windmill Prize, Captain Blackshaw (New South Wales) scored 82 points for seven shots at 200 yards. The following is the estimate of the final result of the general elections : Conservatives, 327 ; Unionists, 77 ; Gladstonites, 187; Parnellites, 87. The returns of yesterday's election show that the former Liberal seats of Sutherland and Tyneside have been secured by supporters of Gladstone.

A Gladstonite lias been elected for Anglesey in place of a Liberal candidate. Tenders for the Tasmanian Government loan of a million, at 4 per cent., at a minimum of £99, were opened today. The total amount offered was found to be £2,000,000. Tenders at £9B 18s 6d will receive 88 per cent., above that price in full. A meeting took place to-day between the Upper Canadian Commissioner and the Agents-General of all the Australian Colonies, except New South Wales. Secresy was observed as to the proceedings, but it is understood that nothing has been decided in regard to the proposed telegraph cable across the Pacific.

The Australian mails, per Massila, which left Melbourne on June Ist, were delivered to-day via Brindisi.

The Australian cricketers commenced a match to-day at Sheffield against a Eleven of Yorkshire, composed as follows :—Hon. M. B. Hawkes, Bates, Emmet, Hall, Hunter, Lee, Pete, Peel, Ulyett, Preston and Wade. The weather was fine, and there was an enormous attendance. There was an excellent wicket pitched, and the ground was in first rate order. The visitors went first to the wickets, The innings closed for 275, the highest individual scorers being : —Jones 26 (bowled); Trumble 37 (not out).
