RUMANIA'S WAR. ATTITUDE OF BI LGARIA COMMITTED BY GERMANS. “ The Times " Service. LONDON, September ID. Mr Bouchicr, telegraphing from Bucharest, says that Field-Marshal von Maekenscu initiated the Dobrudja offensive to act against Rumania. Doubtless Berlin had instructed that Bulgaria should be compromised at the earliest moment. The Bulgarian parties had expressed a desire to maintain friendly relations. Bulgarian aviators dropped manifestoes declaring that Bulgaria was favourable to Rumanian occupation of Transylvania. Rumania!, says tho correspondent, did not desire to fight Bulgaria. OVERTURES FOR PEACE. DECLINED BY RUSSIA. Australian and N.Z. Cable Association. NEW YORK, September 19. Tim “ Globe” says that Bulgaria has made overtures for a separate peace. Great Britain, the “Globe” states, is willing, but Russia declined, saying that the Czar proposes to make poace with Bulgaria in Sofia. IN THE DOBRUDJA. GERMANY’S CLAIMS. AMSTERDAM, September 19. A German communique says:— Wo repulsed tho Rumanians southeast. of Hatszog and Field-Marshal von Mackensen penetrated tho Russo-Ru-manian position mentioned yesterday. (This refers to the Rasova-Tuzla position.) BIG BATTLE IMMINENT. Reuter’s Telegrams. (Received September 21, 12.50 a.m.) BUCHAREST, September 20. The skilful Russo-Rumanian strategic movements in the Dobrudja res’ulted in such a shortening of the front that tho enemy’s position is critical. The, arrival of reinforcements has improved tho situation and a battle is imminent. Hitherto only minor actions have been fought resulting in our favour. Latest reports indicate that von Mackenseu is increasingly pressing the RussoRumanians, twelve miles from the Constanta railway.
