QUEEN WILHELMINA’S SPEECH. Router’o TelegTama. THE HAGUE. September 19. Queen Wilhelmina, opening the States-General (Parliament), declared that she was firmly resolved to defend tho independence and rights of Holland. The army was being constantly strengthened. RELATIONS WITH THE POWERS. “ Tho Times ” Service. THE HAGUE, September 19. Queen Wilhelmina. in opening Parliament, expressed thankfulness thatHolland was not involved in the war. “ Our relations with all the Powers,” she said. “ are friendly, and I will continue in the future to follow the line of duty dictated by the law of nations for neutral States. 1 am firmly resolved to defend rny country’s independence and to maintain its rights against whomsoever may seek to attack them. Besides our military forces, our stores of arms and munitions are being augmented. Holland's economic life is being every day more affected by circumstances arising out of the war. The Government has been obliged to take measures for supplying the people with food, and therefore exports have been restricted.”
The Queen referred to tho difficulties of transport affectino- the Dutch colonies, and said that tho Government was doing all in its power to ameliorate co'onial' conditions and also to strengthen the fleet- adequately to provide for maritime defence.
