AMERICANS PROPOSE RETALIATION.

\ Australian and N.Z. Cable Association. WASHINGTON, September 19. State Department officials declare 'that if German Courts impose penalties on Americans who are unable to fulfil contracts because of the British black list, retaliation by the United States against Germany will probably result.

The conditions imposed by the war . are such that the State Department ' believes that no Court could hold that the contracts were binding, but if German Courts attempt to penalise Americans it is practically certain that the State Department will encourage suits In American Courts against Germans who have failed in their contracts for (jjrar reasons.
