BOROUGH COUNCILS.
SPREYDON. Tile Spreydon Borough Council met Ins* evening; present—Tho Mayor (Mr \V. 11. Winsor), and Councillors E. O’Rourke, v \V. Williamson, G. 11. Rudd, W. J. Elliott, E. Hayes, R. H. Taylor, A. Munhire and E. Clurke. The Finance Committee repnrtod that the receipts since last ,meeting had amounted to £24 12s 7d. There were credit balances of £5 18s lOd on the loan interest account, of £l3l 17s Sd on the pit account, and of £1589 2s lOd on the electric light account. Following on a letter from the Christchurch Gas Company, proposing un increase in tno cost of street lighting from £t to £8 per annum, with six months notice if desired to discontinue, the committee recommended that tho council should not accept slich terms, and that one month's notice should bo given to the Gas Company to discontinue all street lighting, in terms of the old agreement. In order to facilitate tho borough accounts and checking cf water used, tho committee recommended that all bouse water motors and tho City Council supplv meters should be read on September 30 next, as it was-very important that alt meters should be read on the same day. The report was adopted, and accounts amounting to £1712 16s Sd were passed for payment. The Works Committee's report was adopted. The Assistant Under-Secrctary of tho He-partme-nt of Internal Affairs wrote with refercnco to the desire of tho borough for permission to ra:so temporary loans, and stating that ns this whs a matter, for the State Guarantee Advances Department to deal with, tho matter had been referred to that Department. The letter was received. ‘A deputation, consisting of Messrs Down and W. H. Gcoghagan, representing tho Addington School Committee, waited on the council. Mt J. Down said,that ho wished to ask the council to grant permission to the committee to make a riglit-ot-wnv on tho south sido of tho grgvct pit. Some months ago tho council gave permission for tho construction of a right-of-way on the north-west side from the playground to Simoon Street, but it was now desired that tho right-of-way rliould bo shifted to tho south side. Tho Education Board desired tho ebango. . . . The Mayor expressed surprise at tne request of the deputation, stating that he considered the council had conferred a great, favour in granting the nerth-west side. Councillor O Rourko strongly oppo«d granting tho request. B After considerable discussion Councillor Manhiro moved that the request should bo granted, and tho motion was parried by o votes to 4.
