LONDON, December 31.—The Press Bureau has Issued the latest report of the Belgian Commission. It cites numerous cases of the use of dum-dum bullets by Germans, and mentions instances of the barbarous treatment of prisoners. A Belgian ambulance oolumn was attacked, and of 800 persons only 100 escaped. EGYPT SAFE. ROME, December 31.—The correspondent of the “Trlbuna" declares that Egypt Is perfectly calm. A Turkish attack by way «f the Sinai Peninsula la beyond the bounds of possibility and Egypt Is safe from Invaslon'on any side. THE AMERICAN NOTE. LONDON, Deoember 31.—President Wilson’s Note Is more minatory In tone than previous summaries indicated. It threatens that unless trade with neutrals Improves the feelings aroused will ba contrary to those that long have existed between America and Britain. * IN SOUTH AFRICA. PRETORIA, December 31.—South African Union troops reoccnpled Walfisch Bay on Christmas Day unopposed. The Union Government announces that It Is resorting to power under the Defence Aot to commandeer for eorvloe against Cerman South West Africa, as the situation whloh has arisen cannot adequately be met by depending on volunteers and recruits.
