COUNTY COUNCILS.
SPRINGS. The Springs County Council held a monthly meeting at Springston on Tuesday, when the following members were present:—Councillors M. F. Ryan (chairman), R. W. Lochliead, I. Andrew, J. M. Kime, C. Wolf and J. Bleete. Complaints were received from Air J. Payne and the Lincoln Domain Board with regard to the unsatisfactory state of the Lincoln mill stream. Th Board described the river as being in a filthy state and a menace to the health of the inhabitants of Lincoln. It was stated that the mill owner had been served with a notice to clean the river, but that he had failed to do so. The Council sat as a local Board of Health to consider the question and it was decided to represent the matter to a firm of solicitors. The clerk of the Paparoa County. Council wrote stating that his Council had, in deference to the wishes of the Springs Council, decided to hold. a meeting in Christchurch early in Alarch to discuss with representatives of the latter body arrangements regaining water supply. Mr Parish interviewed the Council and asked for permission to take water from his and Mr Harris’s boundaries, L2 river. It was decided to inform Mr Parish that the Council had no objection to him continuing to allow his drainage water to go to the river. The surveyor reported that the roads had become rather rough during the month owing to the continued dry weather. . Alotor traffic had been largely responsible for bringing up the rough metal. Very little work had been done on the roads during the month owing to the harvest. Drivers of some of the traction engines from outside the county were not observing the heavy traffic, by-laws properly.- In some cases engines took the same track continually instead of taking a different track each time. The Council decided to sue for all outstanding rates after Alarch 20. The surveyor was instructed to have shingling repairs effected on two roads, to call tenders for the district drain cleaning and to request the owner of an unlicensed hauling plant to register immediately. HALSWELL. • The Halswell County Council met on Tuesday; present—Alessrs Eaglesonie (chairman), Alorten, W. Gilmour, Murphy and' Fenner. A deputation from the Springs County Council waited on the Council with reference to the erection of a boundary bridge over the River Heathcote at Rose Street. It was decided that the Halsyell Council would pay half the csot of the proposed bridge, with the exception of the asphalting, which it considered unnecessary, .that each Council should make its own approaches, and. that tenders should be called for the work and submitted to the next meeting of the Council for approval. Air Forbes wrote with reference to the rates charged to him for the Recreation Reserve, and the clerk was instructed' to get the matter adjusted. The Christchurch City Council wrote with regard to tho supply of electric light and power. It was decided to reply that if the Government could supply current at a cheaper rate than the City Council, the Halswell Council would support the Government. Accounts amounting to £194 7s 8d were passed for payment.
