A Bill has been introduced in Parliament prohibiting the export of oil in times of emergency. This step has been taken at the instance of the Admiralty in order to preserve the oil for the use of the fleet in the event of war. A TEST OF MOBILISATION. LONDON. February 24. < Mr Winston Churchill, replying to the Marquis of Tullibardine, stated that it had been decided to test the mobilisation of the third fleet this year instead of holding manoeuvres, thus saving the expense.
