Unconfirmed reports are current thit the naval mamnuvres have been abandoned owing to a shortage of oil fuel. The “Pall Mall Gazette” states that Mr Churchill has secured' a minimum of his building programme at the expense of concessions in other directions. The Admiralty is building up reserves of oil. .
