Me kope-t ther w-,.«1d consider the trailer carefaJir. seriVg that it involved very serious ©onrequeocre. i{ th» portion of the di»ftriot aeoeded to Biocartcr., the old and honoured name of Itpaoui would become « U,;*. of the put* and they would £*« ®“>* tmr'ori a r. ry rateable mew of» c|1 ® 8 » ntHei brought the Aron Bond Boare an ir. vffii’ of £35 a jw; and beside#, os »t was pr halite that the important* of the Bond Baant might be increased by w aelttn of the Lrcttlature it wa* worth their while to •ootider whether they ihouSd giro up the «rini«e» they sow powewed. He ewelwded L ratling or Hr Klleo to flat# the mult of Iko interview with the Arm Road Board and fihe County Council, , , . . Mr J. W. Ibe Aron Bead Board had tent a proto the Sdwyn County Council again*!the rea icrl for t'.edsrition of the district and ha had prepared a vet*".son to the Conacil to pup;* >n the Bond Board in their action. Iha drtesates hod been informea at the Sclwyn CSouuty Council office that that body rrou'.u* consider the matter at their meeting on iureday next. Ho thought that, seeing Hi a whole petition of affair* had been Mtmd br the formation of the Borough of Si Alban* since the original proposal for J a portion of the diilrici to go orer to Biccarlow had been first mooted, they should be prepared to alter their idea* on the subject, Me considered it mast adruable to reiijurt the wards, so a* to keep Pappui intact. He was aware that hi* own riaws lad *i me what ehasged, but he thought they risk rumor differences and seek the gooa of the whole distriet by putting good men en their Bead Bond at the coming ebetiosu He could aot aee that the portion that prop seed to st eede to Biscarlon had f ra.: cavre for complaint, a* their roads had {, r wed aia-le by the Aron Bead Board and cldc-cLsnsrl* formed. (Voice* : No, no.) The proposal wa» also unfair a* it would, wLdr- depririjjg the Aron Baird of rates, lca- e tf>s ona* of keeping in repair a very bad portion of the row, on their shoulder*. After oacsideraMe confusion, arising through some person* in the body of the hall refusir'.p to ascend the platform and address the meeting, Mr Duncan, while ho did not agree with the “ re.-cirionistr," thought that the Aron Bead B.ard had acted unwisely in wasting lime in nselrs* discusiion instead of working for the good of the diilrici. They (hoold, bo* ever, "cot take hasty action, but endeavour to impress upon their Board the necessity for re-arranging the ward*, and if this eras n',.t dace saUiUrtoriiy, then they could con* eider the advisability of going over to Kiocar* toe. Be would like to wse Papanui a ward br it-elf, acd one equal rate for all the wards for general porpow, and those wards that wanted scaremgering, Ac, let them hare special rates levied to pay for it. Mr Dunlop defended the Avon Bead Board agaiuit the remarks of Mr Duncan. The Beard had done their best for the interest* of the ratepayer*. In unter to Mr Cochrane, Mr Mitchell explained tbst he bad never s ated there was any immediate likelihood of Papanui benomu.7 6 Borough though that might be the case is t*r ut tliree year*, and if a similar »ier.i hepp r.-d to Bisgilasd and Phillips* town, it mikht be a question whether the article n-K.sinJer of the district should not Kcer-'f s.te with BiccartonMr hr,sc was altogether opposed to any pt-nba of tie Avon district petitioning to lie Ink,m under the Bicaorlon Beard j what ho would like to see would be the two districts of Biocarton and Avon united into one which woub effect a great saving of expense, as, in hU i]; ia, cce*etof officer* could do the wort f t both diilrici*. At present, all the rate;* they piid were abiorbed by the salaries cf - he Cltrk and Engineer. Mr Good land withed to know bow Mr > Ik n had concluded that Avon would lore the fO sere reserve if that portion of the district on wfieh it w»* went over to Bincartoa ?

Mr Klien n plied that at present the Avon i Eo .-j Board drew the rent for the reserve-- , £3o p<r year. h'r Goodland ; Does the tenant pay rates to Nicearton or Avon? Mr f.Ueo: To fiiccarten; bat the land beit/uy* to the Avon Hoad Board. Mr lee enquired tf there vat any resolution before the meeting. Ir e Chairman replied in the negative, and inr.'ed some gentleman to propose one. Mr Cochrane moved—" That the whole of the remainder of the above district, with tbs exception of Bingsknd, amalgamate with the Bitcanoa district." He thought they were over governed. There were too many Hoad Biiiids and similar bodies, end if they could ts««en this evil it would be advisable to do to. It would be better for all parties to have one large district, governed by one Board, Mr Elliott seconded the motion. ' Mr C. T. Ick said that, although a stranger in the distric, yet he intended to reside there end take on interest in local affairs, lie was net well informed a# to the matter before the meeting at present, bat he thought it would be well to post pone the consideration of such an important question till a larger meeting, who would have more information before it With that object he would more at an amendment—** That the meeting adjourn for a month, and that fuller information be obi lined in the meantime.” Mr 0. E, Briggs seconded the amend meat Mr Mitchril reminded the meeting that the County Council would meet next Tuesday to oon rider the question of the division of the district, and it was competent for the ratepayers to protest egrioit any such division. For this purpose Mr Ellen hsd prepared A petition to the County Council, which any ratepayer could sign. The Chairman suggested that the best courre would be for these present to sign the petition, and thus prevent the secession of a email portion of the district, and then it would be open for them to consider the whole question of an amalgamation of the Avon with the Riccarton Districts at a future meting, Ue then read the petition in question to the meeting. Mr A. IE King drew attention to the fact that if the whole district, except Bingslaud, went over to the BiccarUm District, then Bing» ! ar.d would constitute the Avon Rood Board District, and ail the advantages Sitciitd by the Avon Bond Board, including e 70-«rc reserve, would belong to Bings* land atone, Mr Ick’# amendment was theu put, and earned by 27 to 4. The name* of the Chaim an and Mr Ick mre added to the Committee appointed at last meeting. The Committee to report to a (alure meeting to be held that day month. Most of there present signed the petition to Die Bc!win County Council against the dlruioa of the district, and the * meeting terminated. ■
